The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, ministries and commissions of the State Council, and agencies directly under the State Council: Ecological protection and restoration is an important guarantee for maintaining the boundaries of natural ecological security and promoting the overall improvement of the quality of natural ecosystems. For a long time, some areas of my country have had prominent problems of ecosystem damage and degradation, and there have been many historical debts. The tasks of ecological protection and restoration are large and wide-ranging, requiring the mobilization of the whole society to participate. In order to further promote the participation of social capital in ecological construction and accelerate the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass and sand, with the consent of the State Council, the following opinions are hereby put forward.
